On Monday, Bush signed the quot;Enforcement of Intellectual Property Rights Actquot; creating the new positionnbsp; — an official on equal footing with the U.S. drug czar. The copyright czar is charged with implementing a nationwide plan to combat piracy and quot;report directly to the president and Congress regarding domestic international intellectual property enforcement programs.quot;
