Where the hell did this creepy bootleg E.T. footage come from?

I spotted this on the CDTCrew's YouTube channel while watching some dog disco. It's definitely not from Badi ("The Turkish E.T.") or that absolutely ungodly German E.T.. porn. The soundtrack is almost certainly dubbed in. But where is it from?
