The photo of the "tornado" is not fake. It isnt a tornado. Its a wall cloud, and it is considerably farther away than the composition of the photo would have you believe. There was probably not much wind.
The person who took this photo must have had a flash on, which is why the stop sign and flag are illuminated. Since the flash happens so quickly, it would make the bright reflective stop sign appear in focus (as it indeed does) with a blurry shadow behind it.
There is nothing suspect about the photo. Just the title is wrong.
