Jack went back and became even more obsessed with control and no letting things go, Kate, in choosing not to go back, was really just thinking about herself, and not Aaron as she put it.
Locke went back and became even more pathetic (in the eyes of others). He knew he had to go back, and that he had to bring everyone back. Everyone brushed him off and he knew then, that despite all his failures, this was the one he could not overcome.

There are a world of drugs out there, some are more horrible to your body than others. These horrible effects are well documented, and because of those effects, some of them have been turned illegal.
Education is our best weapon, but anyone that has ever been to a class or taught one, knows that there's always a large part that will not learn the lesson, and in the case of harder drugs it could be life or death.
Maybe when the world (the whole of it, not just the US) is completely educated on this subject, the legal option will come organically.
