I don't see "Babylon 5" on your list. I really enjoyed it and have the entire series on DVD. I never watched the follow up series, Crusade, though. B5 is full of allusions to other SF series, books and comics. And, fans of Sylvester McCoy as the Doctor, finally find out where it is that the tea is getting cold.
That approach is very slow and while it would provide jobs for a while, it doesn't alleviate the problem of dealing with the mass of people in a timely manner. If the plan is to reduce the unskilled populace quickly then other methods capable of processing people in bulk will be needed. My first thought is ethnic/racial cleansing but that would probably result in the destruction of a large percentage of the infrastructure of the country. Perhaps, all of the organized religions could be converted into suicide cults. Or, if we can take the long view, then we can make sterilization a religious coming of age ceremony. Or make it a prerequisite for subscribing to the dole. There are lots of methods once you accept the solution posited by the hint in your post.
You assumption appears to be that the goods produced by the few productive people will be available to the non-producers. Never gonna happen. At least not in the US of A. Production will be reduced to only provide goods to the producers themselves because the rest of the population will have nothing to trade in exchange for goods. The non-productive people will be sleeping under bridges and eating out of whatever unguarded garbage cans they can find. There may be some relief agencies left, but as they will probably be run by non-producers, i doubt that they will be effective in providing any theoretical surplus to the other non-producers.
By the time Hershel realized that Rick and his bunch were, in fact, a hazard to the farm, it was too late. Hershel was outgunned and really had no choice but to go along. Rick, on the other hand, recognized the danger presented by these two newcomers and took the necessary action to protect the group. Not to mention, showing that he really is willing to do whatever it takes to ensure the safety of his people.
Really slow episode. I recorded it so I could skip the commercials and ended up fast forwarding through some of the dialog. As for the end, what I couldn't figure out was why Rick waited so long to kill those two guys. One minute after they started speaking I knew they were algae in the gene pool and had to die. Plus (**troll bait alert**), they were obviously just damnyankees. Not much better than walkers anyway.
