I had a nagging feeling that it was a Star Wars spoof as well, but I wasn't ready for how exact it was.
Somewhat disappointed that Fry won't be in Doctor Who, but that means I can keep on picturing Melchett interacting with the Doctor without reality interfering. We could even have it be the Rowan Atkinson Doctor from The Curse of Fatal Death, while we're at it.

The issue here isn't whether they previously had legs. The issue here is the order of events.

@stevemajor: Actually, it's pretty heavily implied that the version in Teen Titans was Dick Grayson. Which makes sense, considering the team shown was the one from Marv Wolfman's run in the 80s.
