I'm pretty sure that Peter killed the shapeshifters he did so that alt-"Olive" would receive the message that Peter was offing the alt-verse's agents. The list was presumably all of their shapeshifters, and he killed ones that lined up with the letters O L I V E (except for Newton, who'd died previously).
