Babies actually hear baby-talk better than adult speech. In my experience as a mom of three, talking baby talk to your infants gets more of a response from them than adult speech does.
I think it's highly unlikely that these paintings were done by Neanderthals. The only reason it's being suggested is because the archaeological evidence for modern humans in Europe that early hasn't been found. Considering the new evidence near the Red Sea, that modern humans may have left Africa over 100,000 years ago, it's more likely that these paintings were done by modern humans.
