I know that was the hope for the new series, DA/MA. Bioware was tired of making award winning games on other peoples licenses (mostly because of the cost). These two series were their move to capitalize on the fan-boy love and build two universes where they controlled the entire life cycle.

But intents are not guarantees. These things depend on sales and now that EA owns them, it depends on their say too.

Dragon Age and Mass Effect are both going to be trilogies, so ME3 makes sense.
