Explain to these victims that the Government turned a blind eye for many decades to inspecting and seeing these institutions for what they were.
This ought to be more scandalous. As this is the same Government also supposedly responsible for Medical, Agricultural, Economic, and Military oversight.

From what I gather your saying is the Most Evil US & Canadian & Western European governments in 1800's are the true root of the issue of abuse.
The governments gave care of children to the lowest bidder (free) who happened to be Christian organizations and who didn't appear to make any profit from the outsource of medical and schooling care for orphans or children of the poor.
Abuses occurred by both government and religious groups. BIA cited as a major "permitter" of the abuse by Amnesty is US Government. Canadian Government also was cited as legislating a mandatory sterilization program for Native American Girls.
Really the journalists have to break it down by a spreadsheet or something to be fair and accurate.
The MSNBC is an AP story just as poorly written. There was really a need to reform in the 1800-20th. Again the secular Governments left it upon the Christian organizations to take care of any undesired orphans. Else really orphans would have no social standing and would starve to death and often did and that's was fact of that era.
