I am reminded of ABC airing a miniseries called "Path to 9/11" where they attempted to rewrite history and blame the attacks on 9/11 mostly on the Clinton administration. The writer/producer was a member of a conservative film organization. [en.wikipedia.org]
It would not surprise me if some higher ups at ABC interfered with the script or production for political reasons. But I dont think it was the case for V, they would have been much more obvious. Yes, the "Universal Health Care" line in particular was startling, but then again they referred to Vs previously on earth, starting unecessay wars and wrecking the economy, actions more readily associated with Georges W. Bush.
I think the writers just wanted to be topical, with good effect. The series start is interesting, although I find they are rushing story development to the detriment of character development.
