The human BRAIN can distinguish up to 120fps for most people, according to studies from the US Air Force done in the 60s. It differs from person to person, some can't distinguish 30 from 60 and some can't see the difference between 120 and 150.
The eye doesn't do any distinguishing or interpretation itself, it's the brain. The brain is also responsible for interpreting motion blur, which is a tool for humans to be able to understand direction of movement.
But also, there are regulations for war. Most don't adhere to them anymore, not even democratic nations. Israel killed over 1000 women and children in under 2 weeks in late 2009/early 2010, for example. It seems that laws only apply to a few and not to all.

Here is the problem with your argument. I never claimed that you engage in the meme. I claimed that people who are just fine with the meme carried about by one group of people, and not fine with the meme carried out by another group of people, are being hypocritical.

So there's no reason to call someone a "terrorist" or not, as long as you are an American citizen you can be held without charge. Effectively granting the government the ability to "declare war" on any American.
So it seems very dumb for someone to buy them...that's all.
Secondly, you are wrong about "low value" titles, in fact Apps are "high value" titles because they offer a lot of gameplay and fun for a cheap price. If anything, paying over $50 for a game that gives you only 20 hours of gameplay is a low value title.
I think you've demonstrated why the Vita should fail. Very few want big budget titles when playing on a bus. Something quick is more ideal, hence an iPhone or Android app is more suitable. Most will stick to their Home Theatres to play big budget titles.
If you don't have friends willing to play with you, you might as well play it on PC (you can buy them all cheap on Steam)...but it does play very well with the 360 controller and nothing beats playing it with buddies on a couch.
