Suicide Squad. Quick flashbacks to establish "THESE ARE VILLAINS" and then get into a mission. "Inglourious Basterds" + "Dirty Dozen" + "Ocean's 11." The sequel only needs 1 or 2 returning cast members - the rest you can kill off or rotate out for other actors.
