Sadly, even if it had lasted that long, this never could have happened unless DC lifted the Bat-Embargo.

No, the embargo started with Batman Begins, trickled down through The Batman, and then ended up at JLU and Teen Titans.
Batman Begins used Scarecrow and Ra's al Ghul, so those two characters were off-limits for _everyone_ (note that neither have ever appeared in The Batman). The Batman got second dibs, and any villains that they might want to use were pretty much off-limits for JLU and TT. The only two exceptions at that point were Batman (JLU got to use him) and Robin (TT could still keep him)...though JLU cheated the embargo by putting Nightwing in silhouette for one shot.
