First, no matter how big of a fan you are, Cowboy Bebop has the potential to be pretty much the easiest anime series and/or film that could be translated into live-action. It's much more down-to-earth and conceivable than something like Dragonball. That having been said, as perfect as the series and movie were, count me as excited to see this thing come to life.
Second, yes, Keanu could pull off Spike. My problem isn't so much with his acting (yes, or lack of) but his age. Spike is late 20's, early 30's... i.e. fairly young. I'd like to see somone like Ryan Gosling in the role. For Jet you need someone tall and built. Perlman is a decent choice, but I think Benecio Del Toro would work well, or Liev Schreiber. Faye, to me, is an easy pick: Charlize Theron. Ed's tough to decide since I can't really picture any current young actresses that I know of, so a no-namer would work.
Yeah, the series is damn near flawless. It got me into anime and yet, to this day, I've yet to find another series that even comes close to being as good. But I'll be there opening night if/when this bad boy comes to theathers.

Furthermore, Western? Like... Scifi Blues-Gangster(gangs, pistols, cops, bounty hunters, not necessiraly the Godfather) anime, sure. But I mean come on. Andy, HE was Western. I hope they're not planning on whistling Go Go Cactus Man throughout... Bebop had an awesome and unique atmosphere, and I'm really, REALLY doubting a live action, and furthermore Western(as opposed to Japanese, not the genre) film could pull it off again.
Basically, I think it's more than possible to do a live action interpretation with all the main cahracters, focusing on Spike and Viscious, keeping the Blues going and creating something as special ast he anime. It's just, not going to happen with Hollywood the way it is now. It's gonna beamess. Maybe a decent mess, but it ain't gonna be the Bebop we all know.
And Steve Blum! What will spike be without him?!
