For some reason I'm imagining a sort of American Revolution theme going on. With the Earth as the British and the moon as the colonies demanding "No Taxation without representation!"

Hmm. That would be an interesting fight. The earth is larger, so has more resources, but also more gravity, meaning launch costs are higher.
Meanwhile, the moon is smaller, with unknown resources, It's gravity is lower, so launch costs are lower, but it would have a thinner atmosphere if fully terraformed. If it isn't fully terraformed, I think a subterranean society would be more effective there. Gravity gets higher closer to the center, nice rock to shelter against ballistics, easier access to the unknown resources, plus you can't forget the cool adaptations that will cause down the line.
