I could buy it if it was the spirit of New York (e.g. Jenny Sparks is the spirit of th 20th century) being threatened by the telephonic ghost of Crowley. And it all culminates in a battle between an army of ghostly ConEd workers facing off against the spectres of the immigrants of Ellis Island-- the latter raised by a ritual as performed by Egon Spengler.
You have this whole potential immigrant fear thing going on here. Crowley forcing his Will over the City Spirit, using its network to reshape everything in his image, destroying undesireables. Wrap it all up with a melting pot message*, ghosts and supernatural critters from all the world's cultures band together as New Yorkers to oust Crowley, who, aside from being another foreigner, really was an unpleasant asshole.
*Although this could be as schmaltzy as the Lady Liberty bit in the 2nd movie.
Not a bad concept, but I can't help but feel that a fight against an electromagnetic force would lack the same punch as Stay Puft or a walking Statue of Liberty.
