It's a long-"honored" tradition. I mean, really think about it. B:TAS was created to capitalize on the popularity of the Burton Batman movies (specifically Batman Returns based on the success of Batman), but other than Penguin's character design and one ep that flat-out stole the "Penguin hacks the Batmobile" bit, there wasn't much that the two had in common. The Batman came out to tie into Batman Begins, and Batman: The Brave & The Bold took its place shortly after The Dark Knight. Neither even comes close to being as dark as B:TAS, much less on the same continent as the Nolan movies.
This is what happens when movie studios make superhero movies targetted at a teen-to-adult audience, and then turn around and try to capitalize on the success by creating an animated series that ends up being skewed more towards a juvenile crowd. What makes the movie work so well is almost certainly going to be deemed far too scary for the kiddies, so they try to come up with something harmless.
