They're not for motion capture they're tracking dots. You guys have the basic idea but those are for tracking motion in 2d in compositing to place the other parts of the suit that need to be rendered. He's wearing the top bit and the hands because those would be the toughest areas to integrate with the plate(the live action image). Also it's better if he wears part of the suit in the plate so there's good reference. It's not that it's cheaper or not as good as mocap, it's really a completely different thing. That's the way you do it.
