What does it matter? The whole thing gets chucked into the ocean in 8 years anyway. Which NASA gets sole responsibility for, BTW. Then you can call it NASA's $100,000,000,000+ Giant Hunk of Falling Garbage.

Idiotic policy to kill a platform well before its time because the previous chimp in office didn't want to share toys with others and instead wanted to yank us away from hard science and towards playacting GI Joes on the moon. Which, inevitably, will be strangled on the vine due to budget cuts anyway. A BIG win for anti-science.
Should reboot, focus on the station and unmanned missions, more Hubbles, etc.
