Leaving it all up to the civil service seems all to believeble too.

So far, this seems to be written by the RTD who wrote The Second Coming. In fact, if you've seen The Second Coming (and I highly recommend it, if for no other reason than to see why Chrisopher Eccleston got the job of 9th Doctor) you can easily spot a number of similarities.
Davies is at his best when he starts slow, and lets the crazy paranoia build. I wouldn't be at all surprised if by episode 4, we've got rioting, protestors, and/or threats from other nations as the confused public lash out at a government that conspires with aliens.
Secondly, I think this season is infinitely superior to the others because it hasn't spent it's entire time dwelling on how incredibly sexy/tortured/mysterious Captain Jack is supposed to be. I'm sure RTD will get around to it eventually, but for right now, I'm breathing the fresh air of a Torchwood story that's plot driven, rather than a fanwanky excuse to bolster a rather one-note character.
(Mind you, I also get tired of the Doctor Who episodes where the entire story grinds to a halt just so some character can say "You've seen so much pain and suffering, how can you stand it?" and the Doctor can stand there looking angsty)

I've got this horrid feeling tho, that when the aliens DO finally appear, they're going to be yet another moldy Dalek or Cybermen reprise, or a "might as well be Tom Baker Era" rubber suit.
If they can avoid that, then this looks like it's going to be a stunningly good Torchwood outing.

Read into that what you will.

I'm more happy with Torchwood than i am with Dr. Who of late, Who has gotten so predictable with the season enders being Dalek threat fixed by basically deus ex machina (literally).

And that box is pretty damned big for Face of Boe.
And that one dude is pretty much evil and I think its for him.

From my point of view the tone, plotting and tension have been far more consistent over the three episodes than most of the last season of Who managed - and I say that as a huge fan of Doctor Who.

while they've mentioned UNIT and a couple of UNIT Staff, no one's mentioned the Doctor.
After the Flag's that went up in Aliens of London when the Doctor was found, you'd expect a 'Is HE around?' at least...

if they carry on like this.. it's going to be Epic.
but as someone above said.. RTD can foul up endings quite badly.
