Cranial deformation was present in groups along the Northwest Coast of North America, and it is attributed to status. Only those of the upper class were allowed to bind their heads at birth in order to deform the skull. It was all about having a physical way of indicating nobility.
There is no evidence that the cranial capacity or the intelligence of the people who had cranial deformations was increased. The brain case (and the brain) remained the same size as before, it was just that the bones of the skull were morphed to change the appearance. If morphing the skull made us super human, a LOT more people would be doing it now.
However, if they are finding skulls like this in Russia, well that is all sorts of awesome, because as far as I know, these sorts of modifications are restricted to the America's, and this may indicate some form of migration or something...

I've got a torn-up knee, so I've been able to predict the weather since I was a teenager. That fuzzy critter in my avatar has a bum paw, and she's even more sensitive than my knee.
