I'm going to make a bold prediction and say that vampires will in fact take everything, because they encompass most of the other monsters. They can be incorporeal (ghosts), they are often aristocratic (mummies), they can change shape (lycanthropes), and they can create spawn (zombies). Too bad Twilight had to ruin them. #horror
I'd have to go with poltergeist. because although you can kill a zombie and technically leave the vicinity of a poltergeist, in terms of annoyance and sheer fear of the unkown, it would have to be the ostensibly paranormal phenomenon. #horror
Ok, sorry, but I guess I am unclear on the question. I first thought the zombie was fighting the poltergeist, which would seem to be a gimme for the poltergeist. As the poltergeist has no corporeal form, the zombie is dead in the water. (see that?) However, the poltergeist could eventually move some object in a way to destroy the zombie's brain.
Then I read your question: "which one would be more annoying, terrifying or outright deadly to your average horror movie victim?" Well, I have to give the zombies the nod, since you can just leave the haunted house, but zombies will follow your ass to eternity. #horror

Traditionally, poltergeists just knock things around and make noise, but the movie Poletergeist had that "opening portals to the netherworld" act, which would pretty much remove a zombie from the area of concern with little effort. I'm going for the noisy spirit. #horror
I voted poltergeist, but wish I hadn't because I realized that NO ONE DIED in the original "Poltergeist," while in almost every zombie movie almost the entire cast gets offed. Also zombies are EVERYWHERE, while poltergeists usually haunt a single residence---just leave the damn house! ZOMBIES FTW!
Poltergeists all the way. Dead or not, you can still "kill" a zombie. How do you kill a Poltergeist? You can't. Why? Cuz it's actually dead. And it can STILL mess you up.
In a one v one, Poltergeists win eventually: both are mindless, undisciplined rage machines, but inevitably the Polt is gonna throw something that will carve a hole through the zombie's head. What can the zombie do? Bit the air?
In a comparison of their potential for devastation: Polts can sometimes specifically direct their anger at humans, they can be vindictive, and they can manipulate people if they're sophisticated enough. Zombies have no potential for any of this. They thrive only in very large numbers...but think about it - imagine that same amount of Poltergeists coming at you. When just one is capable of creating a deadly whirlwind of kitchen tools. Yeah. Exactly. #horror

Any entity that can animate a tree and make it eat you, or turn a tequila worm into a mind-controlling device is pretty hard-core.
