She convinces Saxon, a scientist from the 20th century whose just been revived from being in stasis through the apocalypse, to leave the good guy base at Cheyenne mountain (yeah, like that would survive an apocalypse) and come to Tyrania to live with her. Once there she makes Saxon her bitch.
Plus she's born and raised in good ole USA (after the apocalypse of course)

Put the Emperor in there? Nah. We're screwed when it all starts to go to hell. There's no getting rid of that guy and he's just not big on term limits.
