Thus single part episodes are Short Form, while two-parters are Long Form. I guess the Hugo voters figured that since every episode of Heroes was a cliffhanger it counts as Long Form, whereas most BSG eps are standalones.

Whatever the reasoning, I think it's pretty stupid since the impetus for creating Long Form and Short Form was that really great episodes of Buffy, Firefly, Deep Space Nine, etc. would be left off the ballot in favor of the latest Star Wars or Harry Potter film.
