The thing is, this season was supposed to be 16 episodes, but the strike forced it down to 13, so they had to cram storylines in. Those lost hours are being put back in with two hours season finales, which weren't originally planned. So going from 14 hours to 17 hours is probably why they say season 5 will seem slower paced. They're not rushing to meet those self-imposed deadlines.
